This is the eagle found in mexican national sign. This image means the foundational story of Mexico, which is based on a ancient aztec legend which tells where the aztecs should build their new settlement, and the story says that when they find an eagle eating a snake, stand on a cactus, it will be the place to build their city. They found such sign in a small island in the middle of a lake, and it became the great city of Mexico-Tenochtitlan, which today is located under the Zocalo area, in actual Mexico City.
